Campfire Park Charter

Charter of the Campfire Park Council

Defines the structure, roles, and responsibilities of the Campfire Park Council and its movement.

Authority and Derivation

  • This Charter derives its authority from The Promethean Proclamation, hereinafter “the Proclamation,” whose principles, ambiguities, and omissions are hereby acknowledged as intentional and binding.

  • This Charter shall be interpreted in a manner consistent with the spirit, language, and silences of the Proclamation.

  • Where conflict arises between the letter of this Charter and the principles of the Proclamation, such conflict shall be resolved through deliberation, recorded dissent, and, where necessary, amendment.

Purpose and Scope

  • The purpose of this Charter is to establish a framework for stewardship, governance, and collective action within Campfire Park.

  • This Charter does not seek to resolve all questions, but to provide a process by which questions may be asked, argued, and revisited.

  • Campfire Park shall be understood as a living ecosystem, cultural commons, and experimental polity, rather than a closed institution.

The Council

  • Stewardship of Campfire Park shall be entrusted to a governing body known as The Council, informally referred to as The Unlucky 13.

  • The Council shall consist of no fewer than nine (9) and no more than thirteen (13) members at any given time.

  • Membership on the Council shall be conferred through procedures established herein and may be revised by vote.

  • Council members serve as stewards, not owners, and shall act in recognition of:

    • The living

    • The departed

    • Those rumored to return

    • And those not yet named

Powers of the Council

  1. Convene meetings, both regular and extraordinary.

  2. Establish subcommittees and working groups as necessary.

  3. Issue interpretations of the Proclamation and this Charter.

  4. Adopt, amend, or repeal internal procedures and guidelines.

  5. Admit new members and remove existing members, subject to vote.

  6. Recognize dissent and preserve minority opinions as part of the record.

The Council shall not have the authority to:

  • Repeal the Promethean Proclamation

  • Assert exclusive ownership over Campfire Park

  • Extinguish the Flame

Deliberation and Disagreement

  • Deliberation shall be conducted in good faith, with attention paid to precedent, narrative, and lived experience.

  • Disagreement is recognized as a legitimate and necessary function of stewardship.

  • No member shall be compelled to consent, provided that dissent is recorded.

  • Silence may be construed as consent only where such silence is customary, intentional, and later affirmed.

Votes and Records

  • Actions of the Council shall be formalized through recorded votes.

  • Each vote shall include, where practicable:

    • The motion

    • The proposer and seconder

    • The tally

    • Any recorded statements or dissent

  • Votes shall be preserved as part of the permanent record and may be cited as precedent.

  • Precedent shall inform but not bind future Councils.

Subcommittees and Working Groups

  1. The Council may establish subcommittees to examine matters requiring sustained attention.

  2. Subcommittees may include non-Council participants, including partners, observers, and invited specialists.

  3. Subcommittees may issue findings and recommendations, but final authority rests with the Council.

Participation Beyond the Council

  • Campfire Park recognizes that stewardship extends beyond formal membership.

  • The People may participate through:

    • Commentary

    • Correspondence

    • Song

    • Testimony

    • Other forms consistent with the Proclamation

  • The Council shall consider such participation without obligation to adopt it.

Media, Tools, and Transmission

  • In accordance with the Proclamation, all forms of media and communication may be employed in furtherance of Campfire Park.

  • No single tool shall be deemed inherently illegitimate by virtue of its novelty, scale, or mechanism.

  • The use of any tool shall be subject to ongoing evaluation regarding its effects on presence, memory, and the tending of flame.

Amendment

  • This Charter may be amended by a supermajority of the Council.

  • Proposed amendments shall be circulated in advance and accompanied by a statement of intent.

  • Amendments shall not take effect if found to be in direct conflict with the Proclamation.

Ratification

  • This Charter shall take effect upon its ratification by the Council.

  • Ratification signifies acceptance of stewardship, not control.

  • This Charter is adopted with the understanding that it is incomplete by design.

Closing Affirmation

The Council affirms that fire is not owned, only tended;
that authority is borrowed, not possessed;
and that Campfire Park endures not by decree,
but by gathering, remembrance, and the willingness to sit within the circle.
